Counseling Service in Chinese/English
The city of Setagaya offers information and counseling service in English and Chinese at the City Hall. All matters are handled in strict confidence. You may telephone or visit in person. Services are free of charge.

Foreign Residents' Advisory Center
Tokyo Metropolitan Government has established Foreign Residents' Advisory Center to make Tokyo a comfortable city for foreigners to live in. Case examples are as follows:

●Problems of daily life and emergency numbers
●Japanese customs, culture and the Japanese social system
●Compensation for damages caused by traffic accidents, and insurance procedures
●Problems concerning family life and children Information on education in general and vocational schools for obtaining licenses and learning techniques

Counseling is usually provided over the phone, but you can visit the Center in person if needed. Services are free of charge and confidentiality is strictly observed.

Labor Consultations for Foreigners

The Bureau of Labor and Economic Affairs dispatches counselors to Labor Administration Offices and offers labor-related consultation in foreign languages. As to Korean, Spanish, Portuguese, Thai, and Persian, the Bureau can provide consultations using interpreters. Please make reservation at following numbers.

Legal advice pertaining to labor conditions, visa status, and other subjects is provided. Free of charge on Thursday for low-income people (Income Certificates is necessary), charged on other day.
